Are you confident that your RSA incidents are being reported correctly?
In accordance with the Liquor Act 1992, licensed premises must have a Risk Assessed Management Plan (RAMP) to outline how the premises manage and minimise harm caused by alcohol abuse and misuse. Part of the requirements is the reporting of incidents that are related to the responsible service of alcohol.
Section 142AI of the Liquor Act 1992 and Section 37E of the Liquor Regulation 2002 state the following requirements:

  • An Incident Register must be maintained.
  • All RSA related incidents must be correctly recorded and signed off.
  • The Register must be signed off by a staff member or crowd controller as correct.
  • The Register must be kept in a secure place at the premises.
  • The Register must be made available for inspection by an investigator at the premises.
  • You must not allow anyone to inspect the Register apart from the following people:
    • An investigator
    • Staff member / crowd controller involved in the incident
    • The Licensee
    • An approved manager working at the premises

What information must be recorded on the RSA Incident Form?

  • Date and time of incident.
  • Description of the location at the premises where the incident happened.
  • Name or description of the people involved.
  • Details of the incident, including whether the person/s were removed from the premises as a result of the incident.
  • Details of any injuries sustained by person/s involved in the incident.
  • Details of the actions taken by a staff member or crowd controller in response to the incident.

Do I need to send it to OLGR or similar?
No, but the incidents must be recorded at the time of the incident and kept securely at the workplace for inspection by an investigator.
RSA Training Requirements
RSA training must be completed within 30 days of starting employment for the licensee (unless trained in RMLV) and any staff member who is involved in the service or supply of liquor at the premises.
Note that RSA certificates no longer expire (for certificates issued after 30 June 2013).
